Mr. Luke is the minister-counselor for political affairs at U.S. Embassy Tokyo and has been a career member of the United Sates Foreign Service since 1982. His regional specialization is East Asia where he has served three times each in Japan and China, covering both political and economic matters. He has also had two assignments in Europe.

Mr. Luke speaks four languages, including Japanese and Chinese. He has received a MA from the U.S. Naval War College, a masters of public administration from Princeton University, Woodrow Wilson School, and a BA from Williams College.
