Dr. Murai is dean and professor in the Faculty of Environment and Information Studies at Keio University, Japan. He is a specialist in computer science, computer networks, and computer communication. In the 1980s, he was involve din research and development of operating systems and system software. That same decade, he developed the Japan University UNIX Network (JUNET) and established the WIDE Project. In the 1990s his research progressed to the development of computer networks. In the 2000s, he began working with IT governance for the national government and global IT policy communities.

He has been a member of the Internet Architecture Board, the Board of Trustees of Internet Society, and the Board of Directors of the Internet Corporation for Assigned Names and Numbers. His awards include the Jonathan B. Postel Service Award from the Internet Society (2005) and the IEEE Internet Award (2011)

He graduated Keio University in 1979 from the Department of Mathematics. He also holds an MS in computer science from Keio University and a PhD in computer science from Keio University.
